OSC DEV V006 Rev B Is Ready

OpenServoCore’s CH32V006 dev board has been redesigned into Rev B to fix major Rev A hardware issues.

The respin resolves a VDD/VCC swap, UART RX contention, incorrect current-sense pin mapping, and reversed battery polarity.

Rev B also adds a UART mode jumper, external NTC support, a servo header, and dual-mode encoder input.

The design is complete and reviewed, but it has not yet been fabricated or validated.

These changes remove bring-up blockers and add the sensing and interface support needed for firmware testing and motor characterization.
