Aragon's grand plan to cover its reservoirs with solar panels has just sunk because of a bureaucratic oversight

Spain’s Supreme Court annulled Royal Decree 662/2024 on floating solar panels in reservoirs.

The court said the government skipped a mandatory prior public consultation and could not justify bypassing it on urgency grounds.

Aragón had challenged the decree, which was approved by the Council of Ministers.

The ruling pauses a key regulatory framework for floating solar energy, but it is based on procedure, not on the technology itself.
