The film association says ‘Operation Offside,’ which cracked down on illegal World Cup streams, was a success but highlighted the limits of domain seizures

During FIFA World Cup 2026, U.S. authorities launched Operation Offside and seized more than 1,000 domains, blocking around 2,000 piracy-related sites and streams.

The MPA said domain seizures alone are not enough, because pirate services can quickly move to new domains.

It urged ISP-level blocking to cut off access to illegal streaming infrastructure more effectively.

The debate could shape future copyright enforcement and site-blocking policy in the U.S.
