One year after the abolition of the Mobile Device Distribution Improvement Act… “It only fueled opaque subsidies”

A year after the repeal of the mobile handset law, lower telecom bills have not materialized, while subsidy rules have become less transparent.

Side effects have grown, including incentives toward premium plans, weaker consumer protection, and declining MVNO subscriptions.

The report says key rules were simply moved into the Telecommunications Business Act, without a real policy redesign.

It calls for banning subsidy discrimination, strengthening the legal basis for contract discounts, and introducing a hybrid full-separation model.
