ChatGPT and Roblox surpass 45 million monthly users in the EU, set to be designated as ‘very large platforms’

The European Commission is preparing to classify ChatGPT and Roblox as EU “very large platforms” under the Digital Services Act.

The move follows reports that both services have surpassed 45 million monthly users in the EU, triggering the DSA threshold.

If designated, they would face stricter obligations, including risk mitigation measures, transparency reporting, and annual fees.

Noncompliance could expose the companies to significant penalties under the EU’s toughest platform rules.
