After 16 years and $8 billion, the Pentagon's OCX GPS control software still has unresolved system issues found during operational testing.

Delays forced the military to adapt the legacy GPS control system to manage GPS III satellites and enable partial M-code use in 2020.

M-code is designed to resist jamming and spoofing and is important for military advantage across about 700 weapon types.

Officials said GPS is an attractive adversary target and jamming and spoofing threats are growing.
