What’s behind Europe’s efforts to ditch US software in favor of sovereign tech

Europe is accelerating efforts to cut dependence on U.S. software and cloud providers, especially for sensitive public-sector data and services.

France’s Health Data Hub and other institutions are shifting workloads from Microsoft Azure to European providers such as Scaleway, OVHCloud, Clever Cloud, and STACKIT.

The push is driven by data-sovereignty concerns and the CLOUD Act’s possible reach over data stored by U.S. firms.

But European alternatives still rely in some cases on U.S. technology and remain much smaller than American rivals, limiting how far the shift can go.
