How to Fix the Windmill in Outbound

Outbound players can restore power by solving the windmill puzzle with floor levers and a hidden ladder.

Climb to the top, repair the damaged cogwheel with 20 Scrap Metal, then pull the brake lever to restart the windmill.

Fixing the windmill opens access below, unlocks the terminal room, and helps you get the Mortar and Pestle blueprint.
