Roughly 75% of U.S.-bound devices are tested there, so the move could shift most electronics certification work out of China and raise costs.

The agency also advanced separate proposals targeting Chinese telecom operators and network interconnection rules.

The broader push would further limit Chinese technology access to U.S. communications infrastructure.
