The model is labeled as a player avatar, uses assets similar to Niko Bellic, and has a 2009 timestamp referencing Rockstar North.

The files suggest work on Rockstar's canceled spy game Agent was reused in GTA 5 assets, matching historical announcements and Dan Houser's comments on cancellation.
