Russia Blocks Telegram and WhatsApp, Pushes National Messenger MAX

Russia is restricting access to major messengers like WhatsApp and Telegram while promoting the state messenger MAX.

A June 2025 law designated MAX as a national multi-function messenger and September 2025 rules require its preinstallation on new phones and tablets.

Regulators gained direct blocking powers in October 2025 and the FSB received authority to order communication blocks in February 2026.

Blocking techniques were intensified with DNS blocks and deep packet inspection, and laws have criminalized sharing VPN workarounds.

App store payment restrictions have also been applied, tightening routes for VPN-based access.
